GENERAL DESCRIPTION:
The Special Education Programs Division of the Wyoming Department of Education(WDE) strives to ensure positive outcomes for Wyoming learners with disabilities by effecting significant growth and improvement in Wyoming's educational systems. The Special Education Programs Division provides quality technical assistance, meaningful professional development, and credible program evaluation and feedback consistent with the Individuals with Disabilities Education Act (IDEA).
Consultants working in the Vision Outreach Section support needs of individuals of all ages who have visual impairments and oversee the implementation of multiple federal and state programs which support individuals who are blind or have low vision. The WDE is inviting applications from exceptional individuals who possess the rare combination of talent, drive, special education experience and a desire to make meaningful contributions to Wyoming's learners, and educational programs and systems.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed in the job level.
- Responsible for supporting the WDE's Vision Outreach program and early literacy efforts in order to facilitate and support the use of best instructional practices and programmatic development for all Wyoming stakeholders, including those with disabilities.
- Responsible for facilitating and supporting the implementation of the Individuals with Disabilities Education Act, use of best practices and development of programming which allows successful education for students with visual impairments.
- Support and facilitate the WDE's work as the lead agency in addressing the needs and program for individuals, of all ages, with visual impairments in the state.
Qualifications
PREFERENCES:
Preference may be given to individuals who have worked in education or special education, with experience as a Teacher for Students with Visual Impairments, Orientation and Mobility Specialist or Vision Rehabilitation Therapist.
KNOWLEDGE:
KNOWLEDGE:
- Knowledge of both, state and federal laws related to special education. The ability to apply regulations, rules and disability specific knowledge, in serving individuals with vision impairment.
- An understanding of the visual system, visual impairments, specialized equipment, best instructional practices, and research.
- Ability to collaborate and develop partnerships with local, state, private and federal agencies in order to access resources for customers, provide high quality technical assistance and provide professionals development opportunities.
- Ability to manage time and resources. Good organizational skills, which facilitate meeting the needs of a caseload of at least 400 individuals and the completion of multiple projects, simultaneously.
- Strong communication skills, both written and oral, and the ability to present in front of both large and small groups.
- Ability to assess the broad educational needs of individuals with vision impairments, determine priorities and implement strategies.
- Skill in providing direct instruction in use of low vision equipment, assistive technology, adaptive daily living skills, and other compensatory skills related to low vision or blindness.
MINIMUM QUALIFICATIONS:
Education:
Bachelor's Degree (typically in Education)
Experience:
1-2 years of progressive work experience (typically in Education or Instruction) with acquired knowledge at the level of an Education Program Specialist.
OR
Education & Experience Substitution:
4-6 years of progressive work experience (typically in Education or Instruction) with acquired knowledge at the level of an Education Program Specialist.

PHYSICAL WORKING CONDITIONS:
- The successful applicant must have the ability to lift up to 50 lbs.
NOTES:
- FLSA: Exempt
- Applicants may be asked to provide transcripts of any relevant course work at time of interview or hire.
- A background check and the taking of fingerprints will be completed through the Wyoming Department of Criminal Justice, the Wyoming Department of Education, and the Federal Bureau of Investigation for every successful candidates.
- Travel is estimated at 70%.
